USATF’s Law & Legislation Committee typically meets each year during a ‘Law & Legislation year’1 to actively review, discuss, and deliberate general proposed amendments to USATF’s current Bylaws and Operating Regulations. During each ‘Law & Legislation year’, the submission window for proposed amendments by USATF members to the National Office generally opens June 1st of that respective year and closes roughly ninety (90) days2 prior to the USATF Annual Meeting being held, which is typically scheduled for the week following the Thanksgiving holiday of that same calendar year. If a number of proposed amendments are received by the National Office ahead of the submission window’s deadline, the Law & Legislation Committee will generally meet initially, either in-person or remotely, roughly sixty (60) days prior to the Annual Meeting being held. At this initial meeting, the Law & Legislation Committee will gather/confer to review the proposed amendments to make a preliminary recommendation on whether to accept, reject, and/or discuss further the proposed amendments during the upcoming Annual Meeting.
1Pursuant to 21-A-1 of the USATF Governance Handbook, proposed amendments to the Bylaws and Operating Regulations shall be considered at the Annual Meeting of USATF in each odd-numbered year, which is commonly referred to as a ‘Law & Legislation year’ for USATF’s governance purposes. 2This ninety (90) day requirement may be waived at the Law & Legislation Committee Chair’s discretion if proper notice of the item(s) may be submitted to USATF’s members as required.
