Criteria for a Meet/Event to be acceptable for qualifying for USATF National Championships or Olympic Trials:
In order for a mark(s) from a meet or single event to be accepted for qualifying for the USATF Indoor or Outdoor Championships, USATF Junior Championships or U.S. Olympic Trials for track & field, AND for USATF to be able to verify to the IAAF and various track & field ranking agencies the validity of the mark(s) for Olympic Games or IAAF World Championships qualifying purposes, the following criteria apply:
# Meets that are last-chance in nature, or not on an organization’s calendar of events, must be reported to USATF at duffy.mahoney@usatf.org or (317-713-467) not later than three full weeks from the first day/date of competition of those Championships. Doing so will permit the USATF staff member designated by the Sports Committee Chairs, to review the proposed meet/event. If the meet/event were to be approved, this would allow sufficient time to disseminate meet information to as many interested competitors as possible. Failure to adhere to this protocol will likely result in the performance(s) being disallowed for qualifying purposes.

An allocation of funds will be provided first to the defending U.S. Outdoor Champion in each event, and then to the top four ranked outdoor performers, based on the 2014 U.S. Outdoor List, IAAF Outdoor Top Marks list, or All Athletics outdoor list of marks achieved as of the on-time entry deadline (Wednesday- June 11, 2014). Please note the qualifying window for entries is not the same as the qualifying period for travel funding. Note: Athletes, including the defending champion, in all events at the U.S. Outdoor Championships, must have posted a qualifying mark during the window stated above to qualify for a travel funding allocation. If the defending U.S. Outdoor Champion is not entered and qualified for the Outdoor Championships by the on-time entry deadline (Wednesday- June 11, 2014), funding will then be allocated to the top five (5) ranked performers in each event who have entered by the on-time entry deadline and who have met the qualifying mark. For these allocations, funds will be awarded to the top ranked athletes in the distances/disciplines being contested at the Championships and NOT for times or distances achieved in alternate qualifying distances/times (i.e. rank in the 1,500m, but not the Mile). The only exception to this would be in the case of the allocation to the Defending Champion, who simply needs to be ENTERED AND QUALIFIED in order to be allocated and, therefore, could use an alternate distance/time. In addition to the payments as described above, an allocation of funds will be provided to those athletes who were not allocated funding prior to the Outdoor Championships, but who place in the top four (4) in their event at the 2014 USA Outdoor Championships. In order to be eligible for the Outdoor Championships travel allocation, an athlete must be a current USATF member in good standing; must have entered by the on-time entry deadline (Wednesday- June 11, 2014); must have met the qualifying standard set by USATF no later than the on-time entry deadline; and must be a citizen of the United States of America who is eligible to represent the U.S. in international competition. Dual Citizens should note that they must be eligible to represent the USA. Notes
Travel funding breakdown:
The airfare allocation will be based on a "supersaver" fare (21-day advance purchase/Saturday night stay-over)
There will be a flat rate of $275 towards per diem/accommodations.
Travel funding distribution:
Athletes who qualify for pre-allocations will receive their checks at packet pick-up at the Championships.
Athletes who qualify for post-allocations will receive their checks via mail (U.S. Postal Service) but only after all drug testing results from USADA have become final. It can take anywhere from 6-8 weeks for USATF receive these results before payments are processed. Please make sure mailing addresses are up-to-date under your USATF membership profile so payments are not delayed.
IMPORTANT NOTICE REGARDING INTERNAL REVENUE SERVICE REGULATIONS ON TRAVEL STIPENDS All athletes receiving travel stipends for any domestic or international event should carefully read this notice. The IRS requires that all travel stipends be treated as taxable income to the recipient, unless valid receipts for travel costs incurred are provided. Note that the process to determine stipend amounts and qualified athletes has not changed. Travel stipends will still be provided at the event as in the past. This is only a change in our recordkeeping and tax requirements. No athlete or agent can receive travel stipend payment without prior submission of their Social Security Number (individuals and certain agents) or Federal ID Number (certain agents). If you have not already done so for payments received from USATF in the past, please provide this information to Sariyu Suggs by completing the following form: IRS Form W-9: Request for Taxpayer Identification Number and Certification (PDF, via IRS.gov) Fax or mail completed W-9 forms to: USA Track & Field ATTN: Sariyu ‘Beka’ Suggs 132 E. Washington St., Suite 800 Indianapolis, IN 46204 Fax: 317-261-0514 or 1-800-833.1466 For USATF Indoor and Outdoor Track & Field Championships, an email (or paper) receipt showing your airfare and itinerary is sufficient documentation. Please forward this information to Sariyu.Suggs@usatf.org any time leading up to the event, or up to 60 days after the event. Notes:
Allocations WILL be taxable unless you provide the receipts mentioned above.
The W-9 has to be done by everyone and DOES NOT make the allocations tax-free.
Athletes or agents who have a W-9/SSN/FIN on file for past payments received from USATF do not need to complete a new form.
Incorporated agents (with a Federal ID number) accepting travel stipend payment on behalf of athletes need only provide their Federal ID number and an invoice of costs incurred for each individual athlete. It is the responsibility of these businesses to properly account for the funds. Only those expenses that were not reimbursed or paid directly by another source (Sponsor, Local Organizing Committee, IAAF, etc.) can be applied against any domestic or international travel stipend from USATF.
All travel stipends not supported by the aforementioned documentation within 60 days of the related event, will be reported to the IRS and the recipients as taxable income. Please consult your accountant for proper tax treatment of any amounts reported as taxable income. Go to Top
Note: The password that’s tied to an athlete’s USATF membership is no longer valid to log-in to complete an entry/registration or to log back in to update marks, affiliations, and credential information for an entry/registration. After the entry/registration is completed a confirmation email will be sent to the email address on file under the athletes USATF membership profile. This email will contain the password to log back into the entry/registration to update (affiliations, credentials, marks). The password is located under the heading "Managing Your Registration". This email confirmation with password is only sent to the email address that’s on file under the athlete USATF membership profile. Even though the entry system gives you the option to send a receipt/confirmation to an alternate email address, the password will only be sent to the email address on file under the athlete usatf membership.
View the following steps on updating affiliations, marks, or credential information. Updating affiliation:
View/update affiliation (USATF Registered Club, Military Branch, Corporate Sponsor*, or University) under USATF membership profile before completing registration/entry.
If the entry/registration was already completed before updating affiliation, log into the usatf membership profile with athlete usatf membership number and password associated with your membership. Then go to the affiliation area to view different affiliation options (i.e. USATF Registered Club, Military Branch, Corporate Sponsor*, or University).
Once it’s updated in the membership profile, then go back to “manage your registration” by logging in with the password that was sent on the email confirmation after the entry/registration was complete. Then you will see the option to select your correct affiliation.
*USATF members do not have the option to update corporate sponsors under the profile. These must be verified and updated by a national office representative in our membership department at membership@usatf.org. Updating Marks or credential information:
Go to entry/registration form and click on tab that says “Manage your registration”.
Log in with email address (email on file under USATF membership profile at the time entry/registration was completed) and the password (that was provided in the confirmation email that was sent to that email address). Note that the password is NOT the password tied to accessing your USATF membership profile.
Then go the area you would like to update (i.e. marks, credentials (add-ons).
Once all changes have been made, make sure you save changes before logging out of entry/registration.
Entry/Registration updates can be made up until close of entries: Monday, June 16, 2014 @ 11:59am ET Go to Top
