PVA Special Election Meeting 15 November 2003
The
special election meeting of PVA at Best Western, Lanham,
MD was called to order at 6:50 p.m. by President George Harris. Fifty-eight registered members of PVA/USATF
plus USATF Overseers Mary Rosado and Scott Erwin were in attendance. Charles Mayes moved "that the election
today span to May 2004", Art Tunstall seconded. The vote by clubs was taken by calling the
roll of clubs and 2001 Executive Board and passed. May 2004 annual meeting will be an election
meeting.
For the
elections, member services chairman Herb Nichols presided. Members had received a ballot of those
previously nominated. Herb noted those who needed to give their permission to
run. Mr. Cumberbatch declined and Phil
Quinn had been omitted. Three of the four ballot counters (Herb Nichols, Sharon
Smith, Sharon Good, and Tom Jones) will count ballots for any needed secret
ballots in which they are not candidates. Nominations from the floor were
accepted for each office in turn. For
President, Tim Baker proposed that George Harris be elected by acclamation,
seconded and passed. For the vice
presidents since four were to be elected and only four candidates, Tim Baker
proposed election by acclamation, seconded and passed. Since Operating Regulation 1 specifies that
First Vice President must receive the most votes, a ballot was necessary. Due to a tie, a second ballot was
required. Frances Brown was elected
First Vice President, with Felix Rogers, Jan Price, and Larry Long as the other
vice presidents. For Secretary, Tim
Baker proposed that Martill Seymour be elected by acclamation, seconded and
passed. For Treasurer, Tim Baker
proposed that Barbara Smith be elected by acclamation. Seconded and passed.
Tim Baker moved the meeting be closed to go to Committee
meetings for the second set of elections, Felix Rogers seconded and the motion
passed.
Committee Meetings:
- Tim
Baker moved the committee meetings be open. Committee meetings were held
sequentially to elect chairs. Members had received a list of those pre-nominated
for committee chairmen and any who had not accepted had to be present to
accept so Mr. Clarke was removed.
Nominations from the floor were requested in each committee
- Men's
LDR meeting was opened for election.
Tim baker moved Darrell General is elected by acclamation, seconded
and passed. A motion to close the
meeting passed.
- Women's
LDR meeting was opened. Jan Price
moved Nancy Betress be elected
by acclamation, seconded and passed.
A motion to close the meeting passed.
- Masters
LDR meeting was opened. Jan Price moved Phil Quinn be elected by
acclamation, seconded and passed. A
motion to close the meeting passed.
- Men's
T&F meeting was opened. Jan
Price moved Tim Baker be elected by acclamation, seconded and passed. A motion to close the meeting passed.
- Women's
T&F meeting was opened. Mike
McCoy moved Ty Smith be elected by acclamation, seconded and passed. A motion to close the meeting passed.
- Masters
T&F meeting was opened. Mike
McCoy moved to elect Tom Jones by acclamation, seconded and passed. A motion to close the meeting passed.
- Race-walk
meeting was opened. Bill Price
nominated Jan Price who accepted the nomination. Barbara Smith moved to close the
nominations, seconded and passed.
In the secret ballot, Sharon Good was elected chairman. A motion to
close the meeting passed.
- Youth
meeting was opened. Mike McCoy
moved to elect Henry McCallum by acclamation, seconded and passed. A motion to close the meeting passed.
- Officials
meeting opened. Charles Mayes
nominated Bill Thompson who accepted.
Mike McCoy moved to close nominations, seconded and passed. Since only certified officials could
vote, ballots were handed to those who stated they were certified. Ballots were turned in while being
checked off the USATF member /certified official list. Bill Price was
elected chairman. The officials meeting were closed.
George
Harris reopened the general meeting.
Most delegates to convention in Greensboro
December 3-7 will be selected from the 17 elected boards plus an elite
athlete. For the USATF Youth meet July 4
week in Baltimore, the Steering
Committee needs additional volunteers.
Any interested were asked to remain after the meeting. Doc Burke reported on the Traditional
Black College
meet that contributions for the Black College Journal are needed to fund
scholarships based on essays written by HS Seniors. For the February 7, 8 meet
42 teams have entered and 38 officials have asked to work. More black women are requested to apply. The meet at Sportsplex will use Ramada as
headquarters hotel. He also requested
those interested to return a North Carolina
meet officials request.
Tim Baker moved to destroy the
ballots, seconded by Mike McCoy, passed.

adjourned at 8:30 p.m.
