The 20 September general meeting of PVA was called to order at 7:50 p.m. at White Oak Library by President George Harris. After roll call of officers, a correction to the May and June minutes was requested to include names of all attendees.  May and June minutes were approved as corrected.

Treasurer Barbara Smith presented a written Treasurer's report.  When members questioned the removal of formerly noted committee allocations, Tim Baker moved “The funds of PVA of USATF will be maintained in a unified account and expenditures by committees will be made in accordance with the decisions of the budgeting process.” This was seconded and after heated discussion, Al Morris moved to table, seconded and defeated.  The motion then passed. Treasurer's report was accepted.

Officials Chair Bill Thompson presented a proposal for Operating Regulation 4 concerning the Officials Committee procedures, which was discussed and will be brought up at the next meeting.  Bylaws also fail to specify exact procedures for electing the Officials Chair.  The election will be at 8 p.m. on 27 Sept. at Hyattsville Elementary School with all certified officials who are USATF members eligible to vote.

Administrator Susan Kalish presented a written report. The membership database is now working and 2002 memberships will be processed on-line. National will send permanent cards in about one month. USATF stickers for 2002 cost $7.50 (a $2 increase), however the executive board voted not to increase PVA dues for 2002.  (Still $12 youth and $15 adult).  Members may also go on-line and register with credit card (Visa) directly after 1 Nov. Beginning in January, the minimum PVA fee for LDR sanction will be $15 plus a late fee of $15 for requests received within two weeks of the race date.  In 2001 so far 69 sanctions have been issued.  Renewal notices for 2002 will be sent to the 53 registered clubs. Bob Platt moved to rescind the raise in LDR sanction fee, seconded and defeated. Nancy Betress did not receive adequate input from chairmen for the proposed Metro Sports article, so it was canceled.

J Arthur Miles was nominated for the Association Committee Horace Crow award to be presented at Convention.  Al Morris will submit the form with qualifications.

USATF Convention delegates for the 27 Nov.-1 Dec. meeting in Mobile AL. were nominated as well as their committee responsibility and qualification of each:  Tim Baker, George Harris, Barbara Smith, Sharon Good, Al Morris, Bill Thompson, Charles Mayes, Henry McCallum, Jan Price, Frances Brown, Ralph Durant, elite athlete Darrell General, and another prospective elite athlete. Alternates will include Elmer Powell, Bob Platt, Norm Brand, and Gwen Nelson.
Youth Chair Phil Barrett has resigned and Henry McCallum is acting.  A new election will be held 8 November at Long Branch Comm. Ctr).  At Convention the PVA Youth Committee will bid on outdoor Youth Nationals for the July 4 week in 2004. Barbara Smith will head the bid presentation.  Tim Baker moved the association approve the youth bid, seconded and passed.  If the bid is successful about 3000 youth are expected.

PVGames Championship report will be next meeting (see on-line at www.pvtc.org).  USATF web posting for coming meets needs to be done early.  Alan Roth would like an assistant web master.  Some suggested Bylaw revisions may be presented to Norm Brand the Law and Legislation chair.  The Good grievance panel has met and the committee report is being prepared and suggested remedies will be voted on.

Dates of upcoming indoor meets sponsored by PVA were announced:
