Item 5
Amend submission by adding:

Rule 160.3(c), Rule 242.2(c), and Rule 262.2(c) as follows:
No penalty
shall be imposed for the first false start, but the Starter shall disqualify
the
offender or
offenders on the second false start. False starts are called on individuals,
not
on the
field.
NOTE: In
practice, when one or more competitors makes a false
start, others are inclined
to follow
and, strictly speaking, any competitor who does so has also made a false start.
The
Starter should charge only the competitor or competitors who, in the Starters
opinion, were
responsible for the false start. This may result in more than one competitor
being charged
with a false start. If an unfair start is not due to any competitor, no
competitor shall be
charged.
Add to
Rule 60.12:

the next to last sentence of Rule 60.17 with:
