The 7 March general meeting was called to order at 8
p.m. at Montgomery Blair HS by President George Harris. Since additional copies of the November
minutes were not available, Tim Baker moved to postpone approval to the next
meeting; seconded and passed.
Barbara Smith presented a written treasurers
report. After discussion, Herb Nichols
moved to accept the report; seconded and passed.
Administrator Stacy Cohen
reported 472 members for 2002, 30 organizations applications and 21
sanctions. The Clubs to be approved
were Baltimore Ed Waters, Cavalier/Cavalette TC, Charles County TC, Cherry
Blossom RRC, Clinton TC, Cobra TC, DC Redwings Youth, Eclipse TC, Elite TC,
Falcons T&F Club, Ft Meade Highsteppers T&F Club, Gideonites T&F,
Glenarden TC, Golden Tigers TC, Hummingbird TC, Independent Extreme TC,
Marlboro B&G Club, Mid MD Running Club, National Scholastic Sports Foundation,
Natural Resources T&F, New Carrolton B&G Club, New Wave TC, Potomac
Valley TC, Race Packet, Randallstown TC, Rising Stars TC, Silver Spring TC,
Washington Running Club, and Woodlawn Track Pack. Al Morris moved to approve all; seconded and passed. Additional clubs turned in paperwork and
approved by youth committee as in good standing (if youth club) were Kettering
TC, Pikesville Cheetahs, Ebenezer AME Royal Runners TC, Columbia Express TC,
and Loudon T&F Club. Al Morris
moved to accept all clubs approved by pertinent committees to provisional
status until the next general meeting.
President George Harris
took a few minutes to thank all those who had worked so hard and long this
indoor season. Thanks to Youth Committee
and Henry McCallum for the Youth National Championships; to the HS Division
subcommittee chair Ed Bowie who helped with HS Invitational on 2 Feb.; to Men's
T&F chair Tim Baker and Masters chair Melvin Fields for the four
College/Open meets. In all these meets
the thing that made each one a success was the hard and very professional job
done by PVA officials. Coming to the
end of this indoor season we will be partners with Nike in the National HS
Invitational this weekend, one of the show-case events in our sport. Volunteers, officials, coaches and athletes
can show the country we can put on a great meet. PVA won the bid at USATF Convention for the 2004 Youth Outdoor
Championships. We will be using the
indoor and outdoor series over the next two years to develop the skills needed
to run such an event well.
Officials Chairman Bill
Thompson asked for a first vote of approval for operating regulation 4 relating
to officials. Copies were not
available. Al Morris moved to accept;
seconded and passed. Copies are to be
on the Web site and available at the next meeting for the second vote.
Copies of a detailed
substitute for Regulation 2 (Grievances) were available. Bob Platt moved for first vote of approval,
seconded, discussed, and failed.
Grievance committee chairman requested to provide information at the
next meeting.
New Business:
Alan Roth, Webmaster, requested that information for
the Web site be sent to him early.
Charles Mayes reported that PVA Officials have a good
national reputation and thanked Tim Baker for help in the winter meets.
Alan Roth reported for USATF Associations Committee
that an associations manual is almost completed and a club handbook will be
done. PVA already uses mostly on-line
memberships
Next general meeting is the annual meeting on May 22 at
Montgomery Blair HS.
